Can the N8900 be connected to 3-phase Delta and Wye configurations?

Yes. For the N8900 Autoranging Power Supplies that require 3-phase AC power, either Delta or Wye configurations work. Refer to the user manual available on http://www.keysight.com/find/N8900.
